KEHADIRAN SAUDARA-SAUDARI YANG BEGITU RAMAI DI MAJLIS INI MENANDAKAN SOKONGAN PADU SERTA KOMITMEN SAUDARA-SAUDARI SEMUA TERHADAP AGENDA INTEGRITI DAN ANTI-RASUAH.
2. TERLEBIH DAHULU, SAYA INGIN MENGUCAPKAN TAHNIAH KEPADA PIHAK AKADEMI SERTA BADAN PENCEGAH RASUAH (B.P.R.) ATAS USAHA GIGIHNYA UNTUK MENUBUHKAN AKADEMI INI. AKADEMI INI MERUPAKAN PUSAT LATIHAN PEMBANTERASAN GEJALA RASUAH YANG KHUSUS DAN UNGGUL DI NEGARA. SAYA YAKIN AKADEMI INI AKAN DAPAT TERUS MEMAINKAN PERANAN PENTING KE ARAH MEMBANGUNKAN NEGARA DAN RANTAU YANG SEJAHTERA, MAKMUR DAN BEBAS DARIPADA GEJALA RASUAH.

3. AGENDA INTEGRITI DAN ANTI-RASUAH NEGARA DILAKSANAKAN DENGAN PENUH GIGIH BERSANDARKAN KEPADA STRATEGI DUA MATA SERAMPANG YANG BERSIFAT HOLISTIK LAGI INKLUSIF. LANGKAH-LANGKAH PREVENTIF, UMPAMANYA MELALUI PELAKSANAAN PELAN INTEGRITI NASIONAL DAN USAHA PEMUPUKAN NILAI-NILAI MURNI MELALUI PENDIDIKAN, TERUS DILAKSANAKAN. SISTEM PENYAMPAIAN PERKHIDMATAN DIKEMASKINIKAN UNTUK MENGURANGKAN PELUANG BERLAKUNYA RASUAH. DISAMPING ITU, LANGKAH-LANGKAH PUNITIF JUGA TERUS DILAKSANAKAN. PENYIASATAN KES-KES BERKAITAN RASUAH DILAKSANAKAN “WITHOUT FEAR OR FAVOUR” DAN KEUPAYAAN ANGGOTA PENYIASAT DAN PENCEGAH RASUAH TERUS DITINGKATKAN. 4. SUKACITA SAYA KATAKAN BAHAWA IMPAK DARIPADA PELAKSANAAN PELAN INTEGRITI NASIONAL (P.I.N.) SEMAKIN DAPAT DIPERLIHATKAN DI KALANGAN MASYARAKAT. MASYARAKAT KINI LEBIH PEKA KEPADA KEBURUKAN RASUAH, PECAH AMANAH DAN SALAHGUNA KUASA. INSTITUT INTEGRITI MALAYSIA (I.I.M.), YANG DIPERTANGGUNGJAWAB UNTUK MELAKSANAKAN P.I.N., TERUS MEMAINKAN PERANAN UNTUK MEMBANGKITKAN KESEDARAN MASYARAKAT MENGENAI KEPENTINGAN INTEGRITI. PELBAGAI PROGRAM INTEGRITI DAN ANTI-RASUAH UNTUK SEKTOR AWAM DAN SWASTA DI PERINGKAT NEGERI, KEBANGSAAN DAN ANTARABANGSA TERUS DIANJURKAN. BEBERAPA PROGRAM INTEGRITI DAN ANTI-RASUAH BARU YANG INOVATIF TELAH JUGA DILANCARKAN BARU-BARU INI. UMPAMANYA, PENYIARAN SIRI “DEBAT PERDANA INTEGRITI” YANG DITERBITKAN BERSAMA OLEH PIHAK I.I.M. DAN R.T.M., DAN JUGA PROGRAM “TAN SRI AZIZAN ZAINUL ABIDIN INTEGRITY CIRCLES FOR YOUNG PROFESSIONALS” ANJURAN BERSAMA I.I.M., PETRONAS DAN PERMATA. SAYA PERCAYA PENDEKATAN BARU TERSEBUT MAMPU MENARIK MINAT MASYARAKAT TERHADAP ISU INTEGRITI DAN ANTI-RASUAH SERTA MEMBANTU PENGHAYATAN ISU-ISU BERKAITAN, SECARA LEBIH MENDALAM LAGI.
5. LANGKAH-LANGKAH UNTUK MENINGKATKAN NILAI INTEGRITI DI KALANGAN PERKHIDMATAN SEKTOR AWAM JUGA SENTIASA DIUSAHAKAN. JAWATANKUASA KHAS KABINET MENGENAI KEUTUHAN PENGURUSAN KERAJAAN TERUS AKTIF MENGATURKAN PELBAGAI PROGRAM KE ARAH INI, TERMASUK PROGRAM PEMUPUKAN NILAI-NILAI MURNI. BAGI MENINGKATKAN KEBERKESANAN PROGRAM NILAI-NILAI MURNI DI PERKHIDMATAN AWAM, SAYA TELAH MENGARAHKAN AGAR SATU “GARISPANDUAN PELAKSANAAN SISTEM AUDIT NILAI DALAM PERKHIDMATAN AWAM” DILAKSANAKAN. SUKACITA SAYA UMUMKAN BAHAWA GARISPANDUAN TERSEBUT AKAN DILANCARKAN PADA HARI INI. SETIAP KETUA JABATAN DAN AGENSI KERAJAAN DIKEHENDAKI MELAKSANAKAN SISTEM TERSEBUT DI JABATAN DAN AGENSI MASING-MASING BERDASARKAN GARISPANDUAN YANG DITETAPKAN. BAGI MELAKSANAKAN SISTEM TERSEBUT, TIGA DOKUMEN PELAKSANAAN DAN LIMA INSTRUMEN SISTEM PENGURUSAN AUDIT NILAI AKAN DIGUNAPAKAI. SAYA PERCAYA PELAKSANAAN SISTEM INI AKAN MEMBANTU MENINGKATKAN TAHAP INTEGRITI DAN PENGAMALAN NILAI MURNI DALAM SEKTOR AWAM. SETERUSNYA, INI AKAN MENINGKATKAN LAGI KUALITI SISTEM PENYAMPAIAN PERKHIDMATAN KERAJAAN.
6. DI SAMPING ITU, PIHAK B.P.R. PULA TERUS MENJALANKAN TUGAS MENYIASAT KES-KES RASUAH DENGAN TEGAS. STATISTIK TERKINI MENUNJUKKAN BAHAWA BILANGAN KES BERKAITAN RASUAH YANG DISIASAT DALAM MASA SETAHUN TELAH MENINGKAT DUA-KALI GANDA DARI 663 KES PADA TAHUN 2001 KEPADA 1,317 KES PADA TAHUN 2006. MANAKALA BILANGAN TANGKAPAN BERKAITAN RASUAH TELAH MENINGKAT SEBANYAK 77 PERATUS DARIPADA 318 TANGKAPAN PADA TAHUN 2001 KEPADA 564 TANGKAPAN PADA TAHUN 2006. YANG LEBIH MEMBANGGAKAN, KADAR KESABITAN KESALAHAN (“CONVICTION RATE”) TELAH MENINGKAT DARIPADA KURANG DARIPADA 50 PERATUS BEBERAPA TAHUN LALU KEPADA 74 PERATUS PADA TAHUN LEPAS. SAYA DIFAHAMKAN BAHAWA PIHAK B.P.R. BERHASRAT UNTUK MENINGKATKAN KADAR TERSEBUT KEPADA 80 PERATUS DALAM TEMPOH TERDEKAT. SYABAS SAYA UCAPKAN ATAS KOMITMEN DAN KESUNGGUHAN PIHAK B.P.R..
7. WALAUPUN BEGITU, ADA YANG BERPENDAPAT BAHAWA KADAR TERSEBUT MASIH LAGI RENDAH. ADA YANG BERKATA BAHAWA B.P.R. TIDAK MELAKSANAKAN TUGAS DENGAN BAIK. NAMUN, PENCAPAIAN PIHAK B.P.R. TIDAK PATUT DIPERKECILKAN OLEH MANA-MANA PIHAK. TIDAK BOLEH DINAFIKAN BAHAWA PROSES RASUAH TELAH MENJADI SEMAKIN KOMPLEKS DAN RUMIT EKORAN PENINGKATAN PENGGUNAAN TEKNOLOGI DALAM KEBANYAKKAN TRANSAKSI HARIAN. TRANSAKSI JUAL-BELI, PERBANKAN DAN PELBAGAI JENIS PERKHIDMATAN HAMPIR SEMUANYA KINI BOLEH DILAKSANAKAN MELALUI KOMPUTER DAN INTERNET. TRANSAKSI SECARA “CROSS-BORDER” JUGA SEMAKIN MENJADI KEBIASAAN DALAM DUNIA GLOBAL MASAKINI. RASUAH BUKAN LAGI SEKADAR MASALAH NEGARA TETAPI TELAH MENJADI ISU GLOBAL. MASALAH INI TELAH MEMBENTUK KEPERLUAN UNTUK KITA BEKERJASAMA SERTA BERKONGSI PENGALAMAN, PEMBELAJARAN DAN KEPAKARAN SESAMA KITA. SESUNGGUHNYA, PEMBINAAN KEUPAYAAN ATAU “CAPACITY-BUILDING” BAGI PIHAK PENGUATKUASA TELAH KINI MENJADI SATU KEPERLUAN, BUKAN LAGI SATU KEMEWAHAN. PENUBUHAN AKADEMI INI AKAN MENJADI LANDASAN UNTUK MENAMPUNG KEPERLUAN INI BUKAN SAHAJA DI MALAYSIA, TETAPI JUGA SEBAGAI SEBUAH PUSAT KECEMERLANGAN DAN LATIHAN SERANTAU.

8. THE INCREASING PERVASIVENESS AND SOPHISTICATION OF TECHNOLOGY COUPLED WITH THE INTERNATIONALISATION OF BUSINESS HOLDS MANY BENEFITS, PARTICULARLY FOR SMALL TRADING NATIONS LIKE MALAYSIA. SADLY, THE BENEFITS OF SUCH A REALITY ALSO ACCRUE TO THOSE INVOLVED IN CORRUPT PRACTICES. CORRUPTION HAS GROWN BEYOND NATIONAL BOUNDARIES AND THE CORRUPT ARE NOW ABLE TO HIDE THEIR WRONG-DOINGS IN A PILE OF VIRTUAL NUMBERS TUCKED AWAY IN THE FAR CORNERS OF CYBERSPACE. HALTING THIS GROWING PROBLEM REQUIRES THAT GOVERNMENTS CONTINUE TO BE ALERT AND CONTINUE TO INVEST IN UPGRADING THE CAPABILITIES OF THEIR ANTI-CORRUPTION PERSONNEL. INDEED, ANTI-CORRUPTION ENFORCERS NEED TO BE EXPOSED TO NEW IDEAS, APPROACHES, TOOLS AND MECHANISMS TO FIGHT INTERNATIONAL CORRUPTION MORE EFFECTIVELY.
9. RECOGNISING THIS FACT, MY GOVERNMENT HAS IDENTIFIED CAPACITY-BUILDING AS THE THIRD-PRONG OF ITS ANTI-CORRUPTION STRATEGY. THE FIRST AND SECOND PRONG OF THIS STRATEGY ARE THE IMPLEMENTATION OF PREVENTIVE AND PUNITIVE MEASURES, RESPECTIVELY. I AM PLEASED TO SAY THAT WITH THE LAUNCH OF THE “MALAYSIAN ANTI-CORRUPTION ACADEMY” TODAY, CAPACITY-BUILDING EFFORTS IN THE FIELD OF ANTI-CORRUPTION, LOCALLY AND REGIONALLY, WILL NOW HAVE AN ACTIVE DRIVER AND IMPLEMENTOR.
10. SINCE IT BEGAN OPERATIONS LAST YEAR, M.A.C.A. HAS CONDUCTED A TOTAL OF 26 COURSES FOR OVER 900 ANTI-CORRUPTION OFFICERS. THE COURSES COVER A RANGE OF ISSUES INCLUDING LEGAL ISSUES, INVESTIGATION, INTELLIGENCE GATHERING, AND MANAGEMENT OF CORRUPTION PREVENTION. COURSES HAVE ALSO BEEN CONDUCTED TOGETHER WITH ASEAN COUNTRIES, AFRICA, AUSTRALIA, NEPAL, CHINA, BHUTAN AND EGYPT. I AM PLEASED TO SAY THAT THIS YEAR, M.A.C.A. WILL OFFER 124 COURSES, INCLUDING ON “ADVANCED FORENSIC ACCOUNTING”. TO ENSURE THAT THE COURSES ARE OF A GLOBAL STANDARD, MUCH OF THE CURRICULUM HAS BEEN DEVISED BY INTERNATIONAL EXPERTS.
11. THERE ARE MANY THINGS THAT CAN ONLY BE LEARNED THROUGH EXPERIENCE ON THE FIELD. THEREFORE, THE ACADEMY HAS MADE IT A POINT TO INVITE RETIRED MEMBERS OF MALAYSIA’S ANTI-CORRUPTION AGENCY TO BE ON THE TEACHING STAFF OF THE ACADEMY. IN THIS WAY, THE VALUABLE EXPERIENCE, KNOWLEDGE AND SKILLS OBTAINED IN THE FIELD OVER THE YEARS IS NOT LOST, BUT RATHER, MAY BE PASSED DOWN TO A YOUNGER GENERATION OF OFFICERS.
12. I AM PLEASED TO SEE THAT THE ANTI-CORRUPTION ACADEMY — A HOMEGROWN EFFORT — HAS ALSO BEEN WELL-RECEIVED BY THE INTERNATIONAL COMMUNITY. IN THIS RESPECT, I AM PARTICULARLY GRATEFUL TO THE ASIAN DEVELOPMENT BANK (A.D.B.) AND THE ORGANISATION FOR ECONOMIC COOPERATION AND DEVELOPMENT (O.E.C.D.), WHICH HAVE SHOWN GREAT INTEREST IN MAKING THE M.A.C.A. THEIR REGIONAL TRAINING HUB.
13. I ALSO UNDERSTAND THAT THE A.D.B. AND THE M.A.C.A. ARE IN THE MIDST OF FINALISING A JOINT-VENTURE PROGRAMME WITH MALAYSIA’S UNIVERSITI KEBANGSAAN MALAYSIA (U.K.M.) TO OFFER A PART-TIME “MASTERS DEGREE PROGRAMME ON CORRUPTION STUDIES”. MEANWHILE, A FULL-TIME “MASTERS DEGREE PROGRAMME ON FRAUD AND CORRUPTION MANAGEMENT” IS ALSO BEING FINALISED WITH MALAYSIA’S UNIVERSITI UTARA MALAYSIA (U.U.M.). THESE 18 MONTH-LONG PROGRAMMES WILL BE OPEN TO OFFICERS FROM ANTI-CORRUPTION AGENCIES IN MALAYSIA AND ACROSS THE REGION. INDEED, THE STRONG SUPPORT SHOWN BY THE INTERNATIONAL COMMUNITY TOWARDS THE M.A.C.A. BEARS STRONG TESTAMENT TO THE HIGH-STANDARD OF COURSES OFFERED AT THE ACADEMY.
14. INDEED, THE LAUNCH OF THE M.A.C.A. TODAY MIRRORS THE ASPIRATIONS OF MY GOVERNMENT AND THE MALAYSIAN PEOPLE IN THE FIGHT AGAINST CORRUPTION AT ALL LEVELS. IN LINE WITH THIS, MY GOVERNMENT HAS ALLOCATED A FURTHER 40 MILLION RINGGIT UNDER THE NINTH MALAYSIA PLAN TO DEVELOP THE SECOND PHASE OF THE M.A.C.A. THE FUNDS WILL GO TOWARDS THE BUILDING OF DORMITORIES, STAFF QUARTERS AND OTHER INFRASTRUCTURE REQUIRED TO PROVIDE A CONDUCIVE LEARNING ENVIRONMENT.
15. IT IS OUR HOPE THAT M.A.C.A. WILL ENABLE ANTI-CORRUPTION OFFICERS THROUGHOUT THE REGION TO BE BETTER EQUIPPED WITH CUTTING-EDGE KNOWLEDGE AND THE LATEST TECHNIQUES TO FIGHT CORRUPTION. IT IS OUR FERVENT HOPE THAT THE M.A.C.A. WILL BE A DRIVING FORCE IN THE FIGHT AGAINST CORRUPTION, ULTIMATELY BECOMING A REGIONAL CENTRE OF EXCELLENCE IN ANTI-CORRUPTION EDUCATION AND TRAINING. THIS IS ONE OF MALAYSIA’S MANY CONTRIBUTIONS TO THE INTERNATIONAL COMMUNITY AND SPECIFICALLY, TOWARDS REALISING A HARMONIOUS AND PROSPEROUS WORLD FREE FROM THE BLIGHT OF CORRUPTION.
LADIES AND GENTLEMEN,
16. WHILE INSTITUTIONS ARE PIVOTAL, NEVERTHELESS, NO ONE SHOULD BE UNDER ANY ILLUSIONS THAT INSTITUTION BUILDING ALONE WILL WIN THE BATTLE AGAINST CORRUPTION. ULTIMATELY, THE PEOPLE NEED TO BE SOLIDLY BEHIND, AND ACTIVELY SUPPORTING, THE CAUSE. I HAVE TALKED ABOUT SOME OF THE STRIDES FORWARD THAT WE ARE MAKING IN FIGHTING CORRUPTION. NEVERTHELESS, PERCEPTION INDICATORS WOULD HAVE US BELIEVE THAT THE FIGHT AGAINST CORRUPTION IN MALAYSIA IS STAGNATING. IT MUST BE REMEMBERED THAT PERCEPTIONS DO NOT ALWAYS MIRROR REALITY.
17. TO AN EXTENT, THE WORSENING OF CORRUPTION PERCEPTIONS IS TO BE EXPECTED AS WE TURN THE SPOTLIGHT ON CORRUPTION. INDEED, THE EXPERIENCE OF SOME COUNTRIES HAVE SHOWN THAT STERN ACTION AGAINST CORRUPTION AND THE ACCOMPANYING MEDIA FOCUS IS OFTEN ACCOMPANIED BY WORSENING, RATHER THAN IMPROVING, PERCEPTIONS OF THE SITUATION. IRRESPONSIBLE PARTIES MAY ALSO TAKE ADVANTAGE OF THE SITUATION BY PLAYING UP THE ISSUE AND CONNECTING VARIOUS UNRELATED ISSUES TO CORRUPTION.
18. INDEED, THERE ARE MANY CHALLENGES THAT MUST BE EXPECTED WHEN BATTLING CORRUPTION, NOT LEAST OF WHICH ARE THE TIME, EFFORT AND COST INVOLVED. YET, I HAVE ALWAYS BELIEVED THAT AS A COUNTRY, WE NEED TO BE ABLE TO HOLD OUR HEAD HIGH WITH DIGNITY AMONG THE OTHER COUNTRIES IN THE WORLD. AS AN ECONOMY, WE NEED TO BE ABLE TO CREATE AN ENVIRONMENT WHERE WE CAN CONTINUE TO ATTRACT INVESTMENTS INTO OUR COUNTRY. AND AS BELIEVERS, WE NEED TO BE ABLE TO FACE OUR MAKER ON JUDGEMENT DAY WITH A CLEAR CONSCIENCE. BASED UPON THESE STRONG CONVICTIONS AND MY BELIEF THAT THIS IS THE RIGHT THING TO DO, I TOOK ON THIS CHALLENGE. AND I STAND BEFORE YOU TODAY READY TO CONTINUE PURSUING THIS AGENDA WITH FULL COMMITMENT AND VIGOUR.
19. BUT NEITHER I NOR MY GOVERNMENT CAN ACHIEVE THIS ALONE. TO WIN AGAINST CORRUPTION, IT TAKES EACH AND EVERY ONE OF US WORKING TOGETHER IN A CONCERTED MANNER. I WOULD GO SO FAR AS TO SAY THAT THE BIGGEST ENEMY OF THE ANTI-CORRUPTION AGENDA IS PUBLIC CYNICISM AND APATHY. CYNICSM AND APATHY OCCURS WHEN PEOPLE DO NOT FEEL A SENSE OF OWNERSHIP OVER A PARTICULAR ISSUE, DO NOT HAVE ENOUGH INFORMATION ABOUT IT, AND DO NOT KNOW HOW TO ENGAGE AND PARTICIPATE IN ITS RESOLUTION. THEREFORE, AS CUSTODIANS OF THE INTEGRITY AND ANTI-CORRUPTION AGENDA, I WOULD LIKE TO SEE THE ATTORNEY GENERAL’S CHAMBERS, A.C.A., P.D.R.M., I.I.M., AND M.A.C.A. WORKING MORE CLOSELY TOGETHER TO FIND SOLUTIONS TO THESE PROBLEMS. IF THESE ISSUES ARE ADDRESED, I AM CONFIDENT THAT PERCEPTIONS OF CORRUPTION WILL NATURALLY IMPROVE AND HALF THE BATTLE WILL HAVE BEEN WON.
20. WHILE PUBLIC SUPPORT IS PIVOTAL, THE PROCESS OF JUSTICE SHOULD ALSO BE ENHANCED AT THE SAME TIME. ABOVE ALL, I BELIEVE THAT THE PRINCIPLE OF “JUSTICE AND FAIRNESS” MUST CONTINUE TO BE UPHELD AND TO GUIDE ALL OUR ACTIONS. INDEED, WHILE WE CONTINUE TO ASSUME THOSE ACCUSED OF CRIMES AS “INNOCENT UNTIL PROVEN GUILTY”, WE MUST ALSO ENSURE THAT JUSTICE IS DONE IN A TIMELY MANNER. JUSTICE WILL NOT BE SERVED IF THE ACCUSED, DUE TO THE SLUGGISHNESS OF THE SYSTEM, IS FORCED TO UNDERGO A “TRIAL BY MEDIA”. THIS SITUATION IS UNFAIR, UNWARRANTED AND MUST BE GUARDED AGAINST AT ALL COSTS. THEREFORE, I WOULD LIKE THE ATTORNEY GENERAL’S CHAMBERS AND THE A.C.A.— INDIVIDUALLY AND TOGETHER WHERE NECESSARY— TO LOOK INTO WAYS TO SPEED UP THE PROCESS OF JUSTICE. IT GOES WITHOUT SAYING THAT THIS MUST BE DONE WITHOUT COMPROMISING ON ANY ASPECT OR DETAIL, SO THAT JUSTICE MAY BE TRULY SERVED.
LADIES AND GENTLEMEN,
21. WE ALL KNOW THE COST OF CORRUPTION ON OUR ECONOMY AS WELL AS ON OUR HONOUR AND DIGNITY AS A NATION AND AS INDIVIDUALS. AS SUCH, WE MUST CONTINUE TO RESIST GIVING IN TO FEELINGS OF CYNICISM AND APATHY. WE MUST ALSO RESIST FALLING INTO THE TRAP OF FOCUSING TOO MUCH ON DETAILS THAT WE LOSE SIGHT OF THE BIGGER PICTURE. THERE ARE MANY PARTIES OUT THERE, INCLUDING COMPETING ECONOMIES, THAT STAND TO GAIN MUCH IF WE AS A NATION ARE NOT UNITED ON THIS ISSUE.
