JOINT STATEMENT BETWEEN MALAYSIA AND THE REPUBLIC OF POLAND ON THE OCCASION OF THE OFFICIAL VISIT BY HIS EXCELLENCY ANDRZEJ DUDA, PRESIDENT OF THE REPUBLIC OF POLAND TO MALAYSIA

JOINT STATEMENT BETWEEN MALAYSIA AND THE REPUBLIC OF POLAND ON THE OCCASION OF THE OFFICIAL VISIT BY HIS EXCELLENCY ANDRZEJ DUDA, PRESIDENT OF THE REPUBLIC OF POLAND, TO MALAYSIA

9 – 11 JUNE 2025

  1. At the invitation of Prime Minister Anwar Ibrahim, His Excellency Andrzej Duda, President of the Republic of Poland, paid an official visit to Malaysia from 9 to 11 June 2025. This visit marked a significant step in strengthening the diplomatic ties between the two countries, underscoring their shared commitment to deepening bilateral relations. The visit took place during Malaysia’s Chairmanship of ASEAN and Poland’s Presidency of the Council of the European Union, highlighting the role of both countries in their respective regions as well as the importance of region-to-region cooperation in a rapidly changing international environment.
  1. Both Leaders held a bilateral meeting on 10 June 2025 in Putrajaya, during which they discussed the state of Malaysia-Poland relations and exchanged views on regional and international developments. The Leaders agreed to deepen cooperation across various fields in the spirit of mutual benefit, aiming to set a positive tone for future engagements and lay the foundation for a stronger partnership.
  1. Both Leaders underscored the importance of continued and sustained high-level exchanges within both bilateral and multilateral frameworks, as well as coordination within international frameworks such as the United Nations, ASEAN-EU Dialogue Partnership, and ASEM, in advancing common interests.
  1. Both Leaders reaffirmed their commitment to continuing regular bilateral consultations at the Senior Official level as the primary mechanism for setting up framework for bilateral cooperation and reviewing issues and matters of mutual interest.

Both Leaders recognised the importance of economic cooperation as essential pillars of bilateral Both sides agreed to promote balanced trade by reducing economic barriers, enhancing consultation mechanisms between relevant ministries, and fostering collaboration amongst business communities. The Leaders also affirmed their commitment to enhancing cooperation and boosting bilateral trade in the agri-food sector. President Andrzej Duda presented Prime Minister Anwar Ibrahim with a non-paper outlining Polish postulates on eliminating barriers in trade of agri-food products.
  1. The Leaders reiterated their unwavering commitment to open and inclusive trade and a fair, rules-based international trading system. They strongly reaffirmed their support for the swift advancement of the Malaysia-EU Free Trade Agreement (MEUFTA) negotiations and stressed the importance of concluding the agreement at the earliest opportunity.
  1. Both Leaders pledged to advance bilateral cooperation through joint initiatives in economic and digital transformation, focusing on key sectors including the digitalisation of public services, green transition, particularly the hydrogen economy and renewable energy, natural resource management, information technology, infrastructure, transport, and the maritime economy. The Leaders also emphasised the importance of strengthening the partnerships between relevant institutions in both countries.
  1. The Leaders underscored the importance of enhancing multimodal transport connectivity to support more efficient trade routes and to strengthen economic ties between Malaysia and Poland.
  1. The Leaders reiterated their commitment to deepen cooperation in security and defence, building upon cooperation in areas of mutual benefits.
  1. Both Leaders also reaffirmed their commitment to enhancing the exchange of experiences and coordination in combating crime, including organised and international crime, illegal immigration, and human trafficking.
  1. The Leaders expressed joint commitment for continued negotiations of the bilateral agreement on mutual assistance in criminal matters leading to its conclusion.
  1. Both Leaders recognised the vital role of the private sector and people-to-people connections in strengthening bilateral relations and cooperation between Malaysia and Poland. As such, they affirmed their commitment to expanding people-to-people exchanges in areas such as education, science, vocational training, culture, national heritage preservation, and tourism.
  1. Both Leaders emphasised the significance of fostering cooperation between higher education and research institutions and expressed hope for the conclusion of negotiations on the Memorandum of Understanding on Cooperation in Higher Education between Malaysia’s Ministry of Higher Education and Poland’s Ministry of Science and Higher Education in the nearest future.
  1. The Leaders also acknowledged the importance of promoting exchanges in archaeology and the conservation of national heritage, whilst supporting the establishment of direct ties between academic and cultural institutions of both nations.
  1. Both Leaders welcomed efforts and encouraged airlines of both countries, as well as tour operators, to enhance direct air connectivity and expand package tour offerings, to promote tourism, facilitate cargo transport and strengthen people-to-people exchanges between Malaysia and Poland.
  1. Both sides welcomed the endorsement of Poland’s application to the Treaty of Amity and Cooperation (TAC) in Southeast Asia by ASEAN. President Andrzej Duda thanked Prime Minister Anwar Ibrahim for Malaysia’s support and leadership during the process.
  1. The Prime Minister of Malaysia welcomed Poland’s swift ratification of the Framework Agreement on Partnership and Cooperation between the Government of Malaysia and the European Union (MEUPCA) which reflects the significance Poland places on developing relations with Malaysia under the auspices of the European Union.
  1. To further advance global peace and security, both Leaders pledged to collaborate in reinforcing an open and free international system grounded in the rule of law, adherence to the UN Charter, and the protection of human rights and fundamental freedoms.
  1. The Leaders underscored the importance of addressing global threats to international stability, such as worsening global and regional security, the exploitation of migration, climate change, water, energy, and food security issues, cybersecurity, pandemics, health security, digital health, and protectionist policies. They recognised the need to strengthen pandemic preparedness, improve public health emergency response capacities, and enhance integrated disease surveillance to safeguard health security, and agreed that appropriate actions should be taken at both regional and global levels, in line with principles enshrined in international law.
  1. Both Leaders exchanged views about the current international situation. They agreed on the necessity of upholding international order based on the UN Charter principles, including territorial integrity and sovereignty of states. The President of Poland shared his views with the Prime Minister of Malaysia on the security situation in Eastern Europe, in particular the war in Ukraine. Both Leaders reaffirmed the need for a comprehensive, just and lasting peace in Ukraine that is consistent with international law and the UN Charter’s principles. They also voiced concerns about the dire humanitarian crisis in Gaza and stressed the importance of collective efforts to end violence and foster lasting peace, security, and stability in the region. The Leaders strongly condemned all attacks on health facilities and on medical and humanitarian personnel, which is contrary to International Humanitarian Law and a sense of decency. They underscored it is imperative for the international community to take decisive action to halt all forms of aggression.
  1. President Andrzej Duda thanked Prime Minister Anwar Ibrahim, along with the Government of Malaysia, for the gracious hospitality extended during the President Andrzej Duda extended an invitation to the Prime Minister to visit Poland, expressing hope that the friendly and productive dialogue between both countries will continue.
