Security and Public Order Policy Launched to Ensure Nation Remains Sovereign

PUTRAJAYA, Oct 3 — The Security and Public Order Policy (DKKA) was today launched to ensure Malaysia remained sovereign, peaceful prosperous and respected in the world arena, said Prime Minister Tun Dr Mahathir Mohamad.

He said the policy is also to unite Malaysians and to defend national interests.

When launching DKKA here today, Dr Mahathir said the policy was also to complement the National Security Policy (DKN) which is the umbrella policy for the various aspects of national security.

“The policy is drafted as a guide and reference for various issues in the security and public order which are getting more challenging,” he said.

Dr Mahathir said DKKA is very important as the country is faced with complex security threats which are difficult to handle through conventional methods.

“The government is responsible to ensure the security of the nation and the people is assured. A country which is secure and peaceful will contribute to the prosperity and well-being of the people,” he said.

The Prime Minister said the world is now faced with various complex security challenges.

“These threats give a major challenge to any government in the world to ensure the security of the nation and people are assured,” he said.

According to Dr Mahathir, security and public order encompass all aspects; from the preservation of the constitution and the institution of religion, race and nation; strengthening border security; ensuring public security and order and combating the drug threat as well as protecting the country’s important assets and targets.

Through the policy, Dr Mahathir hopes the issue involving overlapping policies and implementation would be streamlined.

In saying the Home Ministry is very close to him as he had headed the ministry from 1986 to 1999, Dr Mahathir added that economic growth needs a stable and peaceful environment and it would be difficult for the economy to expand if the country is in turmoil.

He said the government had drafted Shared Prosperity Vision and it would be the foundation for development under 12th Malaysia Plan (12MP) so it is important for all policies to be formulated including security policy in line with the primary aspirations of the country.

Dr Mahathir said even though Malaysia is proud to be ranked 16th out of 163 countries in Global Peace Index 2019, which was a jump from 25th in 2018, there are still many aspects which needed attention and improvements.

“We are proud of the achievement but more importantly there should be a fall in criminal cases to make the people feel safer living in this country,” he said.

He said since the 14th general election, many changes have taken place which required a new strategy in the security aspect.

Several laws related to security and public order are being studied and they included the Sedition Act 1948, Prevention of Crime Act 1959 (POCA), Printing Presses and Publications Act 1984, Security Offences ( Special Measures) Act 2012 (SOSMA), Peaceful Assembly Act 2012, Prevention of Terrorism Act 2015 (POTA), and Penal Code 1957 (Peaceful Assembly), he said.
