Saya berasa amat bangga dapat menandatangani bagi pihak Kerajaan Malaysia Perjanjian PMO-GOE pada hari ini yang membuktikan kesungguhan dan tekad Kerajaan untuk melaksanakan projek-projek yang dirancang di bawah aplikasi perdana Kerajaan Elektronik. Perjanjian ini adalah kontrak ketiga yang ditawarkan oleh Kerajaan kepada konsortium yang berjaya di bawah aplikasi perdana Kerajaan Elektronik. Dua perjanjian yang telah dimeterai sebelum ini ialah Sistem Pemantauan Projek atau Project Monitoring System dan Sistem Maklumat Pengurusan Sumber Manusia atau Human Resource Management Information System.

Ladies and Gentlemen,

2. The implementation of the Electronic Government flagship is part of the continuous effort of the Civil Service to enhance its efficiency and to inculcate a culture of quality at all levels of its administration.The potential offered by the rapid pace of development in the field of information technology and multimedia has provided immense opportunities for productivity improvements in the Civil Service. The demands for continuous improvements from all sections of our society have made the implementation of the Electronic Government projects all the more urgent. To ensure the success of the projects, the Government has made available all the necessary resources to ensure that Government agencies and personnel at all levels of administration, right down to the districts, are networked. Government personnel will then be able to conduct their work electronically and online, utilising the communication and collaboration tools that will be developed.

3. The PMO-GOE project is aimed at developing the core components of an office environment utilising the latest information and multimedia technology. It comprises several core applications that reflect common work processes in a government department. Termed as `generic' these core applications can be modified to fit the specific requirements of any office. The PMO- GOE pilot project will be developed to meet the requirements of the offices of the Prime Minister, the Deputy Prime Minister, the Ministers in the Prime Minister's Department, the Chief Secretary to the Government, the Cabinet Division, the Administration and Finance Division of the Prime Minister's Department and MAMPU. Four hundred and fifty (450) users will benefit from the PMO-GOE system when this project is ready 11 months from today.

The PMO-GOE application consists of three main functionalities, namely the Enterprise-wide Information Management System (EIMS), the Enterprise-wide Communication Management System (ECommS) and the Enterprise-wide Collaboration Management System (ECollS). The Enterprise-wide Information Management System will make available the interface to manage information. Among the features available are information search and retrieval, information access and the ability to collate information required for daily use. The Enterprise-wide Communication Management System and Enterprise-wide Collaboration Management System will enable users to communicate and collaborate in workgroups through messaging systems, electronic meetings, bulletin boards, meeting management, decision tracking and discussion forums. The implementation of the PMO-GOE will also see the establishment of the Electronic Government Laboratory (EG Lab) that will act as a common user facility for the consortium and other interested parties, including small and medium enterprises (SMEs) to testbed new products and the integration of applications.

5. Several other benefits will be derived from this project, particularly with the deployment of the PMO-GOE coinciding with the relocation of Government offices to the new administrative complex at Putrajaya.

Beginning with the Prime Minister's Department, an office of the future will be showcased, where resources can be shared as Government departments and agencies are housed together, thus enabling centralised resource management. One of the early initiatives with the migration will be the establishment of a common Electronic Government Data Centre in Putrajaya.

The choice of the winning consortium and athe signing of the agreement today comes after many months of detailed evaluation and negotiations to ensure that the Government and the consortium get the best deal under a win-win situation. The Government is happy to award the contract for this project to Sapura Consortium, comprising Sapura Advanced Systems Sdn.Bhd., Microsoft Knowledge Capital Centre Sdn. Bhd., Hewlett-Packard Sales (Malaysia) Sdn. Bhd., and EDS MSC Sdn. Bhd. all of have proven track records in the field of IT and multimedia technology and above all have demonstrated their commitment to ensure the success of the GOE Project and develop a long-term relationship with the country through their involvement in the MSC. I congratulate them on their success.

8. Akhir kata ingin saya mengambil kesempatan ini untuk mengucapkan syabas kepada semua pihak yang terlibat dalam proses penilaian dan perundingan projek PMO-GOE ini, terutamanya pihak Pejabat Perdana Menteri, Bahagian Kabinet dan Perhubungan Antarabangsa, Bahagian Pentadbiran dan Kewangan di Jabatan Perdana Menteri, Unit Pemodenan Tadbiran dan Perancangan Pengurusan (MAMPU), Multimedia Development Corporation dan perunding yang dilantik. Saya juga mengucapkan tahniah kepada konsortium Sapura kerana telah dipilih untuk melaksanakan projek PMO-GOE ini. Akhir kata, saya mengucapkan selamat berjaya kepada semua pihak yang terlibat dalam melaksanakan projek ini.
