Code of Ethics



Effective Date  
The Code of Ethics of the Prime Minister’s Office is effective on the date of issue

OBJECTIVES:
To inculcate noble characteristics in performing duties so as to improve the quality and productivity of work
To improve self discipline in order to provide the organization with good and quality service
To enhance skills in the implementation of duties and to be able to adapt oneself to the work environment

IMPORTANT PRINCIPLES:
Some principles and work ethics upheld by the Prime Minister’s Office are as follows:
Trust to perform duties with full responsibility
Integrity to practise values of honesty, sincerity and integrity in all matters
Responsibility to possess high accountability and responsibility in performing duties, without abusing power and position for self gain or other interested parties
Excellence to always endeavour to improve knowledge, creativity and innovation as well as team spirit
Loyalty to always have undivided loyalty to the department and nation so as to safeguard image and sovereignty
Commitment to always carry out work with full responsibility and not disregard public responsibilities because of personal interest
Dedication to be ready to take on responsibilities at any time with no expectations of reward, but for the good of the department and the government
Discipline to be always on good behaviour, observe laws and regulations and punctuality
Diligence to always carry out duties efficiently, effectively and productively in order to produce excellent service
Professionalism to always improve knowledge and skills to produce efficient, prompt and accurate service as well as to possess characteristics of creativity, innovation, motivation, competitiveness and accountability.

NOBLE VALUES TO BE INSTILLED
Noble values are good and approved values. They encompass beliefs and behaviour which form the personality of the individual. These values manifest themselves through the attitudes, code of conduct and principles of the individual. The noble values are:
Loyalty to religion, race and nation
Respect for one another
Humility in interaction
Full co-operation in implementing duties as a team
Fairness, sincerity, consideration and courtesy at all times
Possession of good manners and ability to accept criticisms

CODE OF CONDUCT AND MISCONDUCT
All officers and members of staff of the Prime Minister’s Office should perform their duties as follows:-
To display a good code of conduct and be considerate so that all actions in the performance of their duties do not tarnish the image and reputation of the office/department
To show behaviour that does not conflict with the laws and regulations enforced and ensure that all actions during or after work are in line with the laws and regulations employed


All officers and members of staff of the Prime Minister’s Office must avoid the following misconduct:
-

Careless in carrying out responsibilities to the extent of jeopardizing the interest of the office/department.
Purposely delaying action on official directives.
Not displaying co-operation, dedication and commitment to duties directed.
Not complying with specific directives and not heeding orders in the implementation of official business.
Failing to be present at work without any reasonable excuse.
Accepting gifts and entertainment in relation to the implementation of official duties albeit through members of the family.

ATTIRE AND OUTDOOR ACTIVITIES
All officers and members of staff of the Prime Minister’s Office should comply with all administration directives regarding attire and outdoor activities as follows:-
Always dress in clean, smart and decent clothing at work according to the Administrative Circular on attire.
Always adopt a neutral attitude. Do not side with any political party and not oppose prohibitions as contained in the Public Officers’ Regulations (Conduct and Discipline) 1993.
Always avert oneself from involvement in activities that are against the laws and regulations or the performance of unethical and immoral actions.

CONFLICT OF INTEREST
All officers and members of staff of the Prime Minister’s Office should ensure that there is no conflict of interest between personal matters and the performance of official duties.
An officer or member of staff should obtain written permission from the Head of Department before getting involved or having an interest in any business or transaction.
Every officer and member of staff should declare his/her interest and property so as to avoid suspicion and confusion in the performance of duties.

SECURITY AND CONFIDENTIALITY OF INFORMATION
All officers and members of staff are required to safeguard the security and confidentiality of information and the department’s classified documents so that they do not get into the hands unauthorized people, for the security of the nation.
All officers and members of staff should comply with all directives and regulations/circulars related to the Official Secrets Act 1972 as a guide in performing duties.

GENERAL MATTERS
Always be decent and well-mannered in performing duties so as to avoid suspicion.
Not to take the property of the department/government for personal use unless with permission.
Avoid involvement in activities that are against the laws of the nation.
